I havea 15 hour stop over in brunei on my way to London. Would it be best to organise a paid tour? Or is the free stop over tour still around? and is there a Hotel at the airport? if so what is the name of this?

Yes, You can join a Free Transit Tour if your coming from any part of Aussie, london or ho chi minh. and after the free tour you can sign up for a paid tour.

there's a 4 hour transit package tour
brings you to see all the highlights in the city, including the palace, national museum, His Majesty's private museum, Largest Mosque as well as a water boat ride. :)

when are you coming to Brunei ?
There's a day use room right down the spiral stairs. and it cost BND30 for 6hours.
